Cowichan Library Addition is a relatively small $1.5 million addition and existing lobby renovation to a much larger multi-purpose community facility in Duncan on Vancouver Island. With a client mix of BCBC, the Vancouver Island Regional Library organization and the Cowichan Valley Recreation Centre Board of Directors, the design and approvals process was complex, characterized by optimistic goals in the face of an exceptionally restrictive budget, multiple client ambitions and difficult site conditions. With an original design by Peter Rayher and some detail refinement by Graham Fligg, the facility's program and objectives have been successfully massaged under David Cuan's management of the job, and the building is nearing completion.
